I did exactly as in the readme. But I can't get it to work I tried 40000.0000, 4000, even 550000000. But nothing changes. The max effect I get is a very slight outer light on the walls when I am close to bruma for example. Nothing in anvil... Pity, it seems like a great mod.
EDIT: Well FINALLY I figured it out!
I had to edit the file in "My Games" not the one in the Oblivion folder.. duh!
...Only one problem: if I adjust fLightLOD2 to 40000.00 or above there'll be an ugly affect suddenly enlightening buildings when you reach a certain distance, and suddenly darkening when you are far away. This is ugly to see. If I set it to 5500 instead (default is 1500) the lights will gently fade-in and fade-out when you reach/leave enlightened cities/buildings, much more appealing to see... but you won't see lights very far away (e.g. from the top of the hill cities will look dark)! Is there a solution?
I always thought is was too dark in towns at night. Good job fixing that but I don't like the light that appears out of nowhere near the ships in the waterfront. Other than that it's a must have for me.
CRITICAL: DO NOT increase your fLightLOD2 to 40,000 as the readme instructs you to. This will cause big neon colored blobs and other graphical problems on certain distant architecture. It is safe to increase the fLightLOD2 to 4,000, however.

Plus, it has the bonus effect of adding LOD for houses in the city, when viewed from the outside from a hill or something.
BUT, there is a caveat: in the Waterfront district, near the ships that are now illumianted, there is an FPS drop.
