Actually, I think it's enough to use a good archiver. I think 7-zip should work, I'll go check.
The archiver should know when a file is multiplied and should only include it in the archive once. That means even a 1GB of silent MP3 should be just a about 80 KB archived.
And may I suggest to modders; you can greatly reduce the size of a mod that uses these by either using an OMOD script or batch file to CopyDataFile <CopyFrom> <CopyTo> or Xcopy both lip and MP3s to the respective topic file names from the masters. That way you only need to up/down load one copy of the files.
