This is a modder's resource. It contains a mute, 9 second and Oblivion-compatible .mp3 file. Its purpose is to give players enough time to read any new dialogue lines you put in your own mod. (Unless you are planning to add voice acting.)
However, unlike other "silent .mp3" modder's resources, this also contains a generic .lip file that fits it. Now you have no more excuses for not making lip-synched dialogue. While the lip-synch file will certainly not fit every line, especially if it's just something short like "Hello." or even "What is it, worm?" it is 1000x better than having NPCs talk without their lips moving.
