The black spots on the landscape are PART of the landscape. If you do some landscaping, you'll notice that the landscape can not only have different textures, but the different "vertices" can have a different brightness. How vertices can have a brightness is for Bethesda to explain. Now I don't know if Bethesda has intended this, but some spots in the Jerall mountain landscape have a black vertex color, which makes everything dark at that spot. You can, in fact, remove them by applying a different color, for example white, which fits the setting anyway. It looks fine then.
BTW, I have made some patches for the Fortress In OoD , but at the moment they are just for combinations of many mods. However, if enough people want to have a patch, I'd gladly help them out. look here, it's not much ATM: (http://www.nexusmods.com/oblivion/mods/45082/)
Hmm, to me it doesn't look bad at all - these darker spots break the dull uniformity of LOD texture. They look like patches of bare ground. Do you use gruftikus' LOD tools? They are really wonderful when it comes to this kind of issues. Are these the textures bundled in Detailed Terrain? If so, I may be able to do something about it for you...

There is conflicts with UL also. I hope it will be solved (or that I can understand how to make patches)
