No. This requires xNVSE because xNVSE is required by JIP LN. The mod itself is just using a hidden function in JIP LN I found when looking at the source on GitHub.
No, I checked Tweaks' INI before releasing this to make sure. It is an option in JIP CCC's MCM but not everyone uses JIP CCC.
As for what it does differently; it uses JIP LN Scriptrunner so it doesn't require an ESP, and it allows you to tweak the amount of health companions have after they regain consciousness.

No dice and the HardQor mod seems to only effect default companions not modded
