Adjusts the armors added by Rebuild the Capital to conform to the balance changes introduced by STARS, as well as fix some broken textures.

OVERVIEW:
This is a patch to address consistency issues between the plethora of armors added by Rebuild The Capital and the vast changes to armor balancing brought by STARS, and to fix texture bugs which result from STARS' inclusion of PAVE. Armor DT/DR, weight, value, and object effects have all been altered to this end. Note that RTC armors for the most part do not utilize PAVE's meshes/textures due to their usage of custom textures which are only fitted to the vanilla meshes, so they will look low quality in comparison.
NOTES:
-Make sure this mod loads lower than STARS
