This is a rework of Hematophage to make it function more like Cannibal.

Overview:
Hematophage back in Fallout 3 was very lackluster, and the only way to make Blood Packs worth anything.
NV didn't even feature it! Blood packs just sucked forever!
While reviewing the Blood Pack's healing, I decided to redo Hematophage to act more like Cannibal.

Features:
Two acquisition methods:
The Perk Menu version makes Hematophage available to take in regular perk progression, at level 10, with End 4+.
The TTW version is still unplayable, and granted in the regular way.

Now, instead of granting extra Blood Pack healing, it works in the following way:
If you're not in combat, sneaking, with your weapon put away, and targeting a dead NPC (no children) that hasn't been eaten with the Cannibal perk, you have the option to drink the NPC's blood.
This grants a scaled health restoration/dehydration, based on your Endurance.

It damages your radiation 9x as much as Cannibal (Cannibal's rad penalty is 2), but only reduces your karma by half as much.
A sound and image effect plays when you drink blood, and it marks the corpse as eaten, so you can't go in twice with Cannibal.
It does not initiate hostility like Cannibal does, or play an animation. I don't have an anim for it, and I couldn't figure out how to make it follow Cannibal's hostility function.

Requirements:
JIP LN, xNVSE, Johnny, the usual stuff

Installation:
Regular installation. Load at the bottom of your load order to guarantee that it's not overwritten.

Limitations:
I'd do the Cannibal hostility if witnessed if I knew how. The StartCannibal command doesn't do it.
