In fact this game needs a human meat source for cannibal players. With all the raiders/npcs etc human meat should be something that drops from them. Strange bacon would be the meat you could gather from the bodies in a hurry considering one couldn't just carry 100s of pounds of meat around.
Same idea as animals and insects, one could live for a week off of one giant ant but the game doesn't allow you to just carry 100s of pounds of ant meat around after every battle with ants, would be a little unrealistic and game breaking. Wasteland bacon would be a good name for the non human meats gathered like you mentioned.
It is *implied* to be human meat. There is another item called human flesh which is also used for human meat. There are contexts in which the strange meat might not necessarily be human. I highly doubt that the Gun Runners, Mick and Ralph, or the people (Prewar or BoS) at Helios One are cannibals.
EDIT: Not to mention that they are in the leveled lists. They can show up almost anywhere, even in the Legion where cannibalism is strictly forbidden or in NCR camps. It does not make sense of a character to be a cannibal in one play-though and not in another just because of RNG.

"Strange meat pie is a consumable in Fallout 3 and Fallout: New Vegas. As the name implies, it is made with strange meat."

"Widely suspected to be human flesh, no one knows exactly what it is, other than that it looks and tastes strange. The presence of the item is often used in the game to indicate that those possessing it are cannibals."
"Old Ben in Freeside warns that eating strange meat causes debilitating shakes (Kuru disease) in normal, non-cannibal humans, and serves as a warning sign that they have consumed human flesh."
I would further add that the reason some Legion persons may have it is because they may not even know it is strange meat; not everyone who has it is going to necessarily eat it either, they might just be carrying it for sale.
The reason it is called strange meat is because it tastes strange and not known what is in it by everyone(non cannibals), the maker would know what it is made of and likely those who are cannibals who are familiar with the taste of human meat.
I went with strange bacon because of the importance of strange meat in fo3/ttw (seemingly worthless until you get to little lamplight and can trade it for rad healing mushrooms). it just stuck in my mind. probably thought about it for less than a second, banged out the mod, and didn't even upload it for a year.

Strange meat could be literally anything, that's the point of it, you're not supposed to know and it's not always supposed to be human flesh. The guy selling it in Freeside isn't selling human meat, he would get run out of town once people noticed the shakes, he's selling such low quality "meat" (probably organ meat that has been pasted) that you can't even tell anymore.
TL;DR do not listen to the wiki, it is not factual, just people remembering things off the top of their heads and writing it down. Old ben never once says the words "strange meat".
