This adds a trait, Experienced, that increases your XP gain the higher your intelligence is, but you only gain 10 skill points per level.

Overall this results in faster skill point gain early game, but later on as you get to higher levels that are more spread apart than the lower levels you would be at without the XP boost it slows down. So idk if it's over- or underpowered, though unless you have a mod to increase the level cap in some way you're going to be down a LOT of skill points when you hit the cap.
