   This dll(R9) solved 'No Hair' and 'Water Reflection' problems at my PC(Win7 Home Premium 64-bit SP1, i7-2600 CPU, DirectX 11, AMD Radeon HD 6670).

      You put it in C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas

      Only use it if you are capable of running the game at Ultra, but the game defaults to high. The DLL's trick the game into thinking you have a card that's recognized for its ability to run at Ultra. I have a Radeon (TM) R6 IGP and I am capable of running the game at Ultra. So, honestly it would be on your end if you need this.
