I'm not so keen on exterior cells as any kind of a setting for a player home or shelter, but actually this goes really well with Caravan Travel - Fast Travel Alternative as it's right behind its caravaneer in Goodsprings, so it's kind of like his home or station. Although the space between him and the monument is not a particulary dangerous part of Mojave, having a weather mod with pitch dark nights and at the same time seeing the caravaneer just standing there or sleeping, with all that darkness behind him and no protection whatsoever, is just unsettling :-)
I love it! It's not too big and has just the right amount of containers to store stuff. I only ran into one small problem. At night, when Easy Pete leaves the saloon to go to his house, he walks right over to the caravan, walks into the side for a while, then walks up the ladder and off the building, then circles back and walks into the side of the building again before finally going to his house. Not sure you can do anything about it, but you can warn people about this path error in the description. You have my endorsement regardless.
