how exactly did you create this dummy file? did you copy YUPTTW.esm and rename the copy to TTWfixes? as that seems to work for some people supposedly it bypasses the master file requirement and allows the mod to pull from the fixes already in TTW
Sooo.... does this mod work? Im about to start a new game and this mod looks great. Also, does the new alien shield have that same cool graphical distortion effect some of the aliens have?
In the off chance the author comes back to his/her comments section, I would just like to say that I loved the original mod and would really like to see the TTW version updated and ready to use. It's one of my favorite immersion mods.
I tried to run the game a few times with this & a dummy version of the ESM it requires, & the game wouldn't finish loading. It would just get stuck on the title screen before the options on the right come up. Unfortunately, it needs an update of some sort.
a temporary and dirty solution to the missing TTWFixes master is making an empty .esm or downloading an inconsequential mod like a very, very minor edit that doesn't require a .bsa file or contain lose files, preferably something already made for TTW, and renaming the .esm to TTWFixes.esm placing it below YUPTTW.esm

i do not recommend looking for an old version of TTWFixes.esm as all it's going to do is breaking your game with incompatibilities and/or old bugs, missing entries and corrupt data
the logic behind this dirty solution is that the blank .esm bypasses the missing master error, but allows the mod access the fixed entries from TTW (supposing that TTWFixes was only that and the fixes are now merged into the main build, not actually adding or removing IDs or Objects), though the results may be unpredictable at best it won't break your game as a whole, at worse it will make the mod crash it or you won't be having the mod working at all, this until the author comebacks and takes a look at his mod, this is your best bet if your mind is set in playing with it
Hey. Dont know if you know this but my FNVEdit has TTWFixes as a master fot this esp... and... TTWFIxes got taken down. Is there a way we could get a rebuild without the master?
I'm not sure If your still interested in this mod but as of now it said on the Tales of two wasteland page where the mod can be found it says (TTW FIXES IS NOT AVAILABLE ANYMORE) are you by chance going to update your mod so it won't require the TTW fixes
