An INT boost of +3 is pretty much nothing compared to the boost that the NZT gives to eddie in the movie. This pill is supposed to turn even the biggest dimwit into the biggest genius. If i were you i would make the INT and the PER boost +9 so they would be maxed either way. There is also a mod which can make special stats go over 10. With that mod, When an attribute exceeds 10 the skills are hugely increased. This would make the game pretty umbalanced but it would be pretty much what it is supposed to be.
