I designed his sword damage output to pretty much one-shot the enemy, like a samurai is trained to do. One swipe - off with the head - or arm - or torso. Samurai swords are kept razor sharp and in the highest possible condition by their owners.
If he's too buffed for your style, just take his sword away and give him a lowly knife or something...
Open your mod manager and get the load order for the mod (for example 3e)
Then open your command console with ~ and type player.moveto xx0017e9, replacing xx with the load order (example 3e0017e9)
Alternatively you can type xx0017e9.moveto 14 to make him come to you (again, don't actually type "xx")
Doing the old "save, exit, disable, open, save, exit, enable, open" will work too, but if he's carrying anything of yours, well you might not want to do that.

His BaseID is xx0017e8. Not that it really matters - he's unkillable. Doesn't even go unconscious, he just stays alive like NCCS companions . As far as the sword, these are how this Kago's sword (right) compares to the vanilla FO3 Kago's "Samurai's" sword. That's using my stats, so yours may vary.
I dismissed him, but I don't know where he went. I went to the bar in Megaton but I don't see him there. Do I need to reinstall the mod to get him back?
No, I gave him some engrish subtitles. Though if you do happen to be able to understand the Japanese language you might notice that what the subtitles say does not match with what he says.

The description does not state this mod is for Fallout 3, when you download the file - you are notified that TTW is required to play.
To play TTW, you need both Fallout 3 AND Fallout New Vegas including ALL DLCs for both.
