i was able to make a better ini for the alphas and but if you run the 2k texture pack you will get stutters only when stuff loads but upgrade to a SSD and should be fine ill let you know when i have my SSD and i was able to up the Audio Cache Size to able 16000 works fine so updated ini in few days i think

Outside of a couple of specific settings multithreading does nothing. The engine doesn't even read the setting from the ini file. Generally speaking you shouldn't be downloading other people's ini's anyway, because you should be customizing them to your hardware and mod list.
True. Game is using only a single core and you can't force multi-threading on something that's made for single core. That's just impossible. All those "enable multi-threading for better performance" ini tweaks are false.

i truned them off and cant play but if you say what is true then how else can i make the stutter better cause i have the ini set for 4 threads but well i dont know if it really uses it but it worked
Queud, the creator of New Vegas Anti-Crash, tested ini functions thoroughly. As stated previously, most of the threading functions aren't even read from the ini file. They are hardcoded. There are a couple of 'hidden' settings like threaded water reflection (I think, its from memory) which can effect performance, but its never been determined to have enough of an impact to make it worthwhile to play with. If you really want to make this better, then learn something about what you are doing. I trust Queud and the NVSE team because they have more experience at the engine level than basically anyone. And both have weighed in that there really isn't a much that you can do ini wise outside of making changes to the obvious things like Ugrids/view distance/AA and the like. All of which is going to be specific to your mod list and hardware. There is no 'easy' solution when it comes to ini's.
As it is, I keep clicking on this link because every time I see it I think someone uploaded a tweaked ini for New Vegas Stutter Remover, which can benefit from some tweaks.
Well this ini removed all my stutter to the stuff i did too it and lots of people cant get there stutter to go away with other file so this is another choice it helpped on my Allienware Alpha i3 with help from the program New Vegas Configator by Ruuttu to set this up so then your saying that mod is wrong too. i have 1 endorsement so it helpped someone but what would you like this file i uploaded too be called so you dont think its for another file on this site and what else to change
I wouldn't make that assumption. Files that claim to 'help' things like stutter or performance get endorsements all the time even when they do nothing.
okay look before you start stuff check out this mods that say they do Multithreading New Vegas Configator by Ruuttu download that then check it out and this one Fallout Multi-Core Setup and Modification Use with NVSE by carinth01. my file here of the ini is set up the right way for Multithreading if it dont work then it dont work but it is right. I have said in my mod that wont work for everyone. So the end

Alienware I7 Changed 16gb mem. Msi OC'd Graphics at 135 and 285. Compared directly against the "other" stutter fix. (only mod ran in sync was 4gb mem)
This runs 2 fps quicker and was butter on my card. This one felt smooth. Try not to stare at ground.
