Considering this mod has 208 unique downloads and you're the only one with trouble, I'm going to stick with the "you're bad at installing mods" thought.
I would have had to take it down completely because all the songs were copyright protected and illegal. You should be fine downloading the updates that are just the ESP.

Though, on the issue of copyright, there are sites that host songs in the public domain, not to mention radio shows and all sorts of other good things. Archive.org is a good source. I know there's already quite a few mods on the Nexus with full-blown radio stations with music. If you haven't already, I suggest checking out their sources or reasonings for having the songs. Project Brazil, Wave Radio, and that new mod 'Boom To The Moon' all have nice soundtracks of old music, and they've gotten big here without being taken down.
Just my two cents, though I could be missing a larger piece of the pie.
Searching for public domain songs that are high quality, fit the Fallout universe and are from well known artists would take a full day, or more. I could do an update in the future fixing it, but right now the CC3 instrumentals are of high quality, fit in well and are a lower file size. For now, it works. The main point of this mod for me are the quests and the DJ on the radio.
Of course, I'm not trying to say anything to change your mod, just offer some help.
I dug up quite a few pieces that go well in Fallout, or atleast the era of it's music. Some are of lackluster quality, yeah, but there're hundreds of songs here. Looking at the old songlist, rather than the incomptech stuff, I can see quite a few tracks that'd be hard to get a hold of. Big names, popular songs. I think Wave Radio did it right by getting a lot of known artists and songs, but not many that are so big, like Bing, Frank, or The Andrews Sisters.
If you're worried about being sued for copyright infringement, I wouldn't be. Using the music for purposes of making mods falls under fair use for copyright laws (as long as you're not selling the mod for profit or something). Just to be safe, though, I'd add a legal/disclaimer section to the main mod page (along with this song list, 'cause it should be up there anyway) stating that.
EDIT: Argh, sorry! This only applies for the United States. I have absolutely no idea what the provisions are for fair use in other countries, so if you don't live in the U.S. I would do some research.
Hey. Just wanted to say thanks for sharing this cool little mod. The DJ is probably my favorite part although the track selection is a close second. Great Atomic Power is such a weird and catchy song. I'll put the quest stuff in spoiler tags just to be sure.

Mr. Smith's shack is probably the scariest thing I've seen in a while. Just imagine Sunny going there at night and... and... *oh no... i'm gonna be sick again* Upon my return I found my first little inconsistency when Steel gave me my "usual" cut. (Or does this mean I helped him before and I forgot after getting shot in the head?)(If so, did I use to know Mr. Smith as well?... Was I his... his.. *blehhhhh*) After cleaning up I decided to solve the second quest via skill-check but Steel didn't bother to voice-act his line. No other problems that I could find.
I hope some more people will decide to check it out. Endorsed! Cheers!
The "usual cut" was supposed to imply that Steel gives this cut who everyone who steals things for him, but I'm not sure if I made it come through well enough.
