Adds Night Vision effect to Lobotomite Goggles

This mod changes four aspects of the Lobotomite Goggles:

1. Changes name from Lobotomite Goggles to Night Vision Goggles
2. Replaces the +2 Perception and -2 Intelligence with a Night Vision effect from the Hazmat Darklight Cowl (this means that the night vision effect is permanent when wearing the goggles; I'd suggest hotkeying the goggles for quick access when you need them and not wearing them when you don't)
3. Changes the 'slot' they are worn in from Head, Mask, and Eye to just Eye slot, meaning it can be worn with masks (although it will look funky if it's a full-face mask) and helmets (looks awesome with the combat helmet).
4. (OPTIONAL FILE ONLY) Increases brightness from 2.0 to 6.0 for better use with mods that make nights darker.

Known Bugs:
When in Big Mountain/Big Empty, your vision may randomly receive/lose the Night Vision effect.  This is because the lobotomites will spawn with the goggles as well, but the effects will be applied to your character.  The only fix I currently have is equipping and/or unequipping your pair of goggles (if you have them) to set the effect back the way you want until such a time when I make a non-replacer version and place it somewhere in the world.

Special Notes:
This is my second mod, but I am incredibly confident that everything is set as intended and nothing bad will happen (with the exception of the very rare chance that your courier will be permanently blinded the first time they put on these goggles).  Still, should anything bad happen (like your courier being blinded), rinse your eye with a steady stream of water for at least 30 minutes . Use the cleanest water you can get to quickly.

Super Special Notes:
So, because they used the Lobotomite Goggle piece and effect, the Lobotomite Mask and Goggles also has Night Vision.  Two items for the price of one! Man, Big Mountain is going to be an eyesore.

Why did you make this mod?
I made this mod because I use a mod that makes nights darker than deep space.  Plus, I have a Special Operations-look going on, and that'd be ruined by wearing the Hazmat Darklight Cowl.  Additionally, I've always liked the way Lobotomite Goggles looked and wondered why everyone was uploading Night Vision Goggles with all these weird-looking or complicated models when there was already a perfect one in the game.
