For those that just want the extra speech options and no change to damage tables. I like to play on Very Hard, and that would negate some of the challenge for me. I also choose Terrifying Presence and Child At Heart (FO3/TTW), which have no additional damage effects. 

Perks change list, removing the 10% additional damage:

- Black Widow
- Lady Killer
- Cherchez La Femme
- Confirmed Bachelor
