Works as advertised. There's a slight 'problem' with accessing the actual tower because at ground level the ladder has two click spots. When viewing the ladder at eye height all you can do is 'open' and 'close' the thing without any visible changes. You have to look at the very bottom of the ladder to make the real clickpoint appear. Then you end up at the wrong side of the tower and you have to walk around the cistern to get to the entry door to the inside of the tower.
The inside containers and bed all work as they should. There's also a short ladder to get on top of the reservoir (at the back where the main ladder is) where there's a couch to enjoy the view. The ladder to get down again is working normally but once at the shack level you have to step to the right a bit (facing the reservoir) to access the ladder to get to ground level. That main ladder is visible on the side of the reservoir.
Besides the fiddling with the ladders, this is very well done. Not the great luxury suite, but it has enough storage to get rid of your exess stuff with three large containers, a footlocker, a fridge and a brown standard vault commode.
The only thing I would change is to get rid of the extra and unneeded clickpoint at ground level that does nothing and rename the access points to 'up the tower', 'down the tower' and 'up the roof' 'down the roof' or something along those lines.
I checked out the tower and its cool but one thing I noticed is that none of it is nav meshed. I downloaded the newest version and upon looking at the mod in the NV GECK all you have is a spot above the bed and a spot on top of the roof of the interior. There is no other navmesh, same goes for the exterior in the cemetery there is no nav mesh on your platforms.
Its very easy to fix this, I took a couple mins and did the interior myself. Just remember to go around clutter like the storage chest and bed so companions don't clip into them. For the exterior you would just need to lay it manually on your platforms which would also be easy.
Did it get deleted or did you just push generate navmesh? In my experience its way better just to do it manually especially when its such a small area. There are great tutorials out there by Bethesda and others.
I concur loose the stairs and get a water tower ladder. Now what would be cool is expand that walk area up around the water tank so it's easier to get a view without being pressed up against the tank. A walkway or balcony if you will going completely around.
I like the concept, but there's a bit too much scaffolding for my taste. Maybe a simple ladder would fit you purpose better? Water towers usually have one anyways. Interior looks good though; I like the weapon rack.

Aside from that, its a cool little house.
Other than that, good work. Looking forward to the final product.
I will upload a version without stairs. They were a pain anyway.
