Yea, thats hairstyle. Race - my own created (based on default caucasian race) with edited headmesh. Face texture - edited based on thecaptainhere's mod (http://www.nexusmods.com/fallout3/mods/272/?). Body texture - edited type 3 base texture.

i use nmm installed
I convert it in fallout nif format for myself.
