It's on the ground in front of the Goodsprings Cemetery. Follow the path from the town up to the cemetery and look closely at the ground. I know it's hard to find but I wasn't concerned with the location at the time I placed it. :\
Not lookin for more DLs. I just uploaded this in my free time after messin with settings in the GECK. BTW It looks identical to the vanilla Service Rifle.
