I think you're thinking of Quantum, and (possibly, seeing as they're glowing) Quartz and Victory.  I checked the Fallout wiki and Nuka-Cola doesn't have radioactive ingredients.  The Nuka-Colas are radioactive for the same reason most of the pre-war food (save for, for some odd reason, Sunset Sarsaparilla) is, because they've survived a nuclear war and were exposed to radiation for 200+ years (which, along side God knows how many preservatives, is also why the food is still technically edible even after all this time)

    See for yourself:

The only edible pre-war food in FO1 and FO2 is Nuka-Cola (maybe also that cookie). There are Boxes of Noodles but they serve no purpose other than to barter. I find it weird that JSawyer mod added expired Stimpaks and homemade Stimpaks (with perception penalties) but did fixed how Nuka-Cola or even homemade Nuka-Cola had rads.

I'm surprised the "Homebrewed Nuka-Cola" isn't pure like this since you craft it from purified water.

Is there a mod to remove rads from Nuka-Cola to make Nuka-Cola like how it was before Fallout 3? Irradiated Cola feels like a joke that gone too long.

Seems a little costly for just a rad-free cola. Why not have it work with Rad-X? Or at least have it remove some rads.

Nuka-Cola has rads because it's made with radioactive ingredients...
