I don't think the Armor of the 87th and the Scorched Sierra Madre Power Armor should be made faction armor. Both armors are belong to prestigious and most likely well-known officers within the ranks of the NCR and the Legion. If anything, they should remain neutral or even make the player hostile to their respective factions due to the fact that soldiers from either side would immediately recognise the armor and most likely assume that the player had stolen the armor or killed their associated officers for them.

I make a different version about this, where those two armors aren't faction armors
If you look closely, you'll notice it was never grey/black. It was Golden. Only thing that gives it away would be the bear.
