It will only ever say you need a DLC for a mod you make if you use items out of a DLC, also to check if something you've added makes it so It will need a DLC just look in the menu that comes up when you go to activate your mod in the geck (meaning when you click on your .esp of the mod in the geck ready to load it it will say on the right what master files the mods uses e.g. FalloutNV - and them under it it will say one of the DLCs if its needed)
Also sometimes if you set the health of an NPC to high or higher then its default then It may cause the health to show as very low when you go up to your NPC in game but its not its just a glitch.
