Use the Silent Hell mood from Nevada Skies weather mod and then use the feral ghouls, centaurs, vault 22 creatures and zombies from Endless Warfare and you get a creepy atmosphere. Using just the creatures and no NPCs has the added benefit of keeping ammo and weapons rare as well so it ends up a little like a survivial horror game.
Just to add that the uploader does have permission for this as they went and contacted the producer of the song from Wombmusic and got permission for it.

Probably because VTMB is more of a cult game and the original makers no longer exist but the music production company does.
