If you want to add this perk using console commands (and are using the perk version), the form id for the perk is going to be xx001656.
Replace the xx with the mod index. I use Mod Organizer 2, and It tells you the mod index in the plug in list.
If you are also using JIP LN NVSE mod you can type "search almostperfect" (without the quotation marks) and it will tell you directly the id you can use.
