Cuddles starts at the underpass in Primm, but unfortunately doesn't stay there and is compelled to move towards your character in the game the moment it spawns.
I found in playtesting the Cuddles mod that the fastest way to find her is simply to fast travel to Primm, sit tight for a moment or two, and she'll come running right over to you. She also has a tendency to sometimes fast travel with you before you actually meet her, but this very rarely happens. Once you meet Cuddles, she will go with you anyplace you go, and fight your enemies along with you. If you want her to go away, simply disable the mod.
