Description updated with instructions for fixing the 'static' problem encountered by yroc1234, which may be present for others using nVidia hardware. Note that the fix requires disabling shader optimisation, and as a result may entail a small performance hit, depending on your system. However none was noticed on my Ati system (2xHD5850) or yroc's nVidia system (GTX 660). Thanks to yroc for testing and IndigoNeko for explaining the cause.
Just a note, the enbpalette included in the first upload of Beta3 was in TGA format as I accidentally put the wrong file into the archive. This is fixed in the current upload. If you downloaded the version with the TGA, either download the uploaded bitmap under optional files and replace it or open the file in an image editing software and save it as a bmp.
What I mean is that if you disable every single effect in enbseries.ini, it still happens. The only way to make it go away is to disable the ENB completely(SHIFT+F12/delete the files). So I think it's because of some changes you made in the ENBbloom and ENBeffect files.
Yes, it does include the sky(see my screenshot), the halo rings from OWB, the spotlights on top of the gun runners building, the neon lights in new vegas, ect.

My graphics card is an Nvidia GTX 660, and my processor is an AMD FX-6100(not that I think that's particularly relevant).
Some relevant mods I have enabled: Interior Lighting OVerhaul, Project Reality MK1, and the ENB First Person Transparency Fix(so in rendererinfo when it's pointing to shader package 13, it's actually pointing to shader package 17).

Judging by your screenshot this ENB looks very, very promising. I hope to see it continue to develop.
EDIT: Interestingly enough, what seems to fix it and makes it look much more like whats in the screenshots is to use the default enbeffects file and not the one included in the download. Though then there are a few weird problems like 'flickering' textures and dynamic shadows constantly shifting. Your ENBeffect.fx file seems to be twice the size of the default one.
EDIT2: Disabling the pallette texture dosen't fix it, and I think it's also worth noting that with your enbeffect.fx file, the colors in general are a bit missed up, I'm gonna post another screenshot in a minute.

Well that's... interesting. When you say disabling every effect causes it to happen, do you mean that it happens when you disable every effect, or that it happens even with every effect disabled? I'm assuming that Shift-F12 causes the problem to go away? Stuff that emits light - does this include other light sources than the sky? Any more information you could provide (your system, mods, rendererinfo.txt [located in the same directory as your inis] etc...)? I was planning to work on a bit on this this weekend so I'll see what I can do regarding a fix.
