Good news! I had missed several instances of scripted gore in major scripts (scripts that many mods would probably edit) but rather than edit the scripts directly, I realized I could just edit the defaultbodypart setting so scripted gore won't happen anymore!
In the GECK, the defaultbodypart setting (and other bodypart settings) are all found in Actor Data/Body Part Data. Just double click on the region you wish to disable gore on and uncheck the boxes for Severable and/or Explodable.
This is the lamest fucking mod. It's a wasteland with Pre-War Chem addicted brute and some people apparently think the mass amounts of gore is "unrealistic"
Fallout gore is wilfully OTT. Its a stylistic choice by the devs and thats fine. That said, there are plenty of reasons why a person might want to tone it down. The whole point of modding is to allow players to tailor games for their own tastes. Some people dont want cartoon level violence as theyre seeking realism and immersion. For me, I'm here downloading because I like to play games around my young son, and he likes to watch. I like the gorey style for myself but if I want to play this game at any time, not just when my son is asleep, I need to take the violence down a notch.
You know what to do about mods that you dont want to use? Dont install them. Its really very easy to avoid downloading content you dont like. You dont even need a guide or anything!
I made a thing! It makes it really easy to remove environment gore from all your mods!

Setup Instructions:
Just save the script to a file in your FNVEdit\Edit Scripts folder (ex: Remove Gore.pas).
Usage Instructions:
1. Load all your mods; 2. Select all your mods by shift+clicking them; 3. Right-click and select apply script; 4. From the dropdown, select Remove Gore.pas (or whatever you named it); 5. Hit YES to create a new plugin, name it as you like; 6. When it asks you about masters, confirm adding them; 7. Wait for it to apply, it might take a while, it'll keep updating you to let you knowt hat FNVEdit hasn't stalled; 8. Save your plugin when it's done!
Notes:
When running the script again, you can use the patch plugin you created prior. Just ensure that your patch is at the bottom of your FNVEdit load order. Then, when the script asks you if you want to create a new plugin, hit no.
Footnotes:
I've tested this on a bunch of mods, such as A World of (Less) Pain - Revised, NVInteriors Remastered, and others and it all works without issue. It's a pretty simple script. Sadly, some mods are full of gore so I put this script together for that reason.
because all the fallout series can seem to show us is terrible desolation, hatred, violence and death. and ADDING unrealistic gore and worshipping blood spray is NOT something im down for. i walk the wasteland, if at all, to elevate it, to make it a better place, and i also dont want this crap to change who i am, an inch at a time. so i want it gone, if that means downloading a mod, i do. if it means learning to mod and changing my world, then i do. find something to stand up for and stand there. otherwise you're just a turd in the endless sewer discharging into the future. ... or you could clean it up, one screen at a time. change the world brah.

Hey dude i found that if you shoot any enemy blood squirts out of it is there any chance you can fix that plz because im not a huge fan of blood or gore in games so plz fix that thanks dood
It has individual ESPs for the base game and all of the dlc. If you do not possess a certain add-on, delete the ESP that it is for.
As for disabling blood, I'll think about looking into that as an optional secondary file. In the meantime, I'm pretty sure there is a separate mod that disables blood spray.
Can this be installed with FOMM/Vortex or will you have to do it manually? I'm interested in getting a friend into New Vegas but he isnt a big fan of gore and this is the only mod I've seen that reduces it. (He is also inexperienced with installing mods)
I know nobody has posted on this in a very long time but I deleted the ESP's and Put the Folder in my New Vegas data folder but people's limbs still explode. Is it me or is the mod broken.

Okay, that's it then. I hope this helps you!
(I'm not good at being succinct, sorry.)
..Why?

iCombatDismemberPartChance = 0
iCombatExplodePartChance = 20
This won't get rid of environmental gore, but thats fine with me.
