Don't feel too squicked by this. The folders are named after the voice actors, not necessarily the age of the character they're intended to represent. In this case, the voice actress is quite clearly the same woman who voiced the young Amata in Fallout 3.
That said, it could certainly have been that they had originally intended the girl to be a child, but the censors took exception to a young girl advertising those sorts of things. Most people on Earth would probably have taken exception to that too.
