The urban one looks like an upgraded version of the t46 power armor that the Storyteller wears during his adventures of storytelling in the Mojave and Capital wastelands.

Doesn't re-texture the non-faction version. (Tried and tested on the one found on the Dead Prospector in the Deathclaw Promontory.)
Edit: Solution - Use Factionless Brotherhood T-51b Power Armor http://www.nexusmods.com/newvegas/mods/53956/ Overwrite, but do not toggle esp. Esp adds logo, without esp applies shared textures.
Sorry i didnt realize, both the helmet and the body of non-faction variant of this armor isn't retextured from the mod, it looks standard, why is this?
No no, i was wrong, both the helmet and body variant of non-faction t-51b isn't retextured, only the brotherhood variant is retextured by the way i didn't use any mod managers to install this, i installed it manually

All T-51 has My texture, Even BOS T-51.
Check Activate .esp file on MOD Manager.
Do you have any other Power Armor MOD?

Example: Wield a minigun and walk forward with T-51b Vanilla, the hips are see through.

By the way, the main mod file is "T-51b overhaul" right?
'T-51b overhaul' is Main file, and you check 'T51bOverhaul.esp' file in Mod Manager to activate this MOD.
I can't find any problem... thxture file of 'T51b' is just One file, there are armor and helmet texture in one same texture file.
So I can't understand why Armor retex is fail until Helmet retex success...
by the way i didn't use any mod managers to install this, i installed it manually
