I assume that the helmet wasn't included because someone at obsidian thought Colonel Royez looked way more cool with the beret, but instead of cutting it from the game they could have put it in a chest or with the grenade launcher
step one: spawn a COPY of Colonel Royez by typing without quotations "Player.Placeatme 0400d99a". If you want to verify its a copy use god mode ("tgm") then type the command "coc NVDLC04NukeNCRImpact" this will take you to the nuked long 15 where you can look for the real Colonel Royez (entirely optional as "player.placeatme" is supposed to only spawn a copy)
Step 2: open the console and click on the Royez copy then type "kill"
Step 3: Profit (just loot the helmet and armor off his corpse don't worry if its not on his head he doesn't wear it its just in his inventory)

It's easy, but it's something you have to do to make this work.
