Why is this tool not more popular?!?! The functionality is second to none, you've allowed me to try variables I never would have known about or remembered to change back without causing any issues to my game what-so-ever, and also helping me to understand what they all mean by being able to test them and disable them so easily.

Unfortunately Bethesda has not provided much detail on the INI settings. Most of what I have found has been from other tweak sites and Google. If you can provide the descriptions, I will add them to the next version.
Since the INI files are simple text files, any text editor will do.
For myself, in my own tweaking, I was not able to track any changes from a previous edit. This was the main purpose behind the editor. Basically to try a new setting, and then to easily revert it if needed. Another benefit is to easily show a summary of all changes compared to the default settings (Build Compare Ini).

Also note that many people want 'pre-tweaked' .ini files which supposedly contain all the major customizations and optimizations. As always, my advice to such requests is that this is totally inappropriate; using other peoples' .ini files and settings will only lead to instability and/or graphical anomalies, since many of the entries are designed specifically for each system's capabilities, and/or the .ini file author hasn't tested the .ini file out on various systems, and/or they are simply not well aware of what all the .ini settings actually do and are just guessing on the impacts based on the names of the settings. Smart tweakers who want good image quality, performance along with system stability will familiarize themselves with the variables in this section and only apply the relevant tweaks after testing them on their system. There is no 'one size fits all' or automated approach to tweaking.
Mnelson - feel like an idiot for not endorsing this sooner. I have been using this as an indispensable tool for modding my game and tracking my tweaks.

Sorry for the late response, INI File Editor doesn't seem to be taking off on the New Vegas Nexus site (only 8 endorsements)...
Unfortunately, I don't have any plans to include a pre-made xml file specifically for FNV. The reason for this is that collecting and verifying INI settings and their true meaning is very tedious, and often mixed with internet rumor.
Originally I had hoped that having a separate xml file would help drive a community effort for the ini settings, but that did not seem to catch on too much.

I don't believe that there are any cheats available from the INI files, so I think your probably looking for Console Commands instead. The Ini File Editor can only edit the specified INI file.
