And I'd agruge since FNV is barely more than a reskin/DLC of FO3 they weren't rushed making the base game either.
Especially given how many times "Oh we didn't have enough time" has been used by Obsidian to justify that it's totally not their fault they released a broken unfinished game. So broken and unfinished they make Beth's games look steady AF (which is saying something given how not steady they are).
See Star Wars Knights of the Old Republic II The Sith Lords for one of the best examples of Obsidian dropping the ball. (and of course, it totes wasn't their fault, Bioware just didn't even them enough time, even though it was, just like FNV, a reskin of a previous game)
Hell, the only thing Obsidian does more than blame others for their shitty time management, is blame others when they do scummy s#*!, "It was a decision of a higher-up, we totally had nothing to do with it"
It's like they think they will die if they take any form of personal responsibility.
The fact fanboys still fall for their crap is just asinine.
I checked the mod for any issues with FNVEdit and didn't find anything. I made a version with him with the annoyed emotion as default and removed the edits to the african american and old race (maybe this was what caused issues to other people). https://mega.nz/file/1RpRUC4L#jQxvIc6o4Hk3OAFJ4YUXLysGZo5mw_QqzCJmFljfFHI
I would use this mod if we saw him for more than 2 minutes. I would only use this if it came with more modifications. Also I might merge it if I was not already using NPC appearance mods.
Definitely an improvement for Father Elijah, but sadly this causes some odd bugs. The dialog for the Tops promoter and the gambler who comments about Orris's steep prices are somehow broken thanks to this mod. I don't know how but this mod makes their dialog topics lack any audio.
finished deadmoney just yesterday...could say its too late for me, but they really should have done this in the beginning, that was very sloppy and plot ruining

They most certainly were not rushed for the DLCs.
