I can't even google on the internet to find any reasons why Bethesda didn't do this nor can I find anyone complaining about how his face is not burned in the Vanilla version (other than here on this comment section) nobody seems to care.

While I do agree with your choice to retexture the bandages to look more worn, Joshua specifically says that he has to change out the bandages and everything every day. I'm assuming he doesn't walk the wastes much anymore, so they probably should be clean. Then again, nothing stays clean for long out there. Anyway, just thought I'd point this out.
It makes sense to me that his bandages are worn considering his massive third degree burns which apparently still sting when exposed to air, so his skin (or lack thereof) is still raw and fluid from the wounds soak into his bandages.
