@Valanndill: There are no quests or objectives which establish truces or alliances between any factions previously unfriendly with the Legion. It's because the BoS and Khans start off hating the NCR that this fix is necessary.
Hmmmmm it seems you have totally forgotten the legion in this grand scheme they are the other high profile faction in new Vegas not the Great Khans or BoS.
