Use FNVEdit to edit this mod by adding value to the item. It is set to 0. I assumed this was why it would not let me pay to repair it. I set the value to 100 caps to test it out. I was able to repair for 168 caps from 20% to 100% condition.
I also changed the health of the item from the setting of 400 to 2000 so that it wouldn't wear down as fast as it really does degrade fast compared to most things. Hope this helps someone.
For those folks that don't speak Italian (and are not Mod Developers) and would like to return the "Zona contaminata del Mojave" worldspace name back to "Mojave Wasteland", this is the mod that changes it. You can fix it by opening the "punisher outfit.esp" file in GECK. Click on "World Objects", do a text search. Click on the "Obtects, etc" tab. Search for "Zona". Double click the "World Space" object. Change the "Name" field value back to "Mojave Wasteland", and save the "punisher outfit.esp" file. Put that back in you Mod Organizer folder (or data, or where ever you got it from), and reactivate it. Load up a save game and play on.
I'm still using and really liking this mod. Like john01 mentioned the trench coat though.... If you could make an add on that could be worn over the shirt as an optional piece that would be pretty cool. Probably a tall order though as it might need a male and female version to look good.
Doesn't seem like it's gonna happen due to lack of community response, but the author of Robert's body replacer has stated he would be willing to redo armor if it was worth his while as signified by having 10+ endorsements. This mod doesn't seem likely to get even one. I've downloaded it, just haven't had time to try it out yet.

1 thing that is somewhat "bad" is that it cant be repaired even from traders -> only way I've found it to be repairable is if you pick jury-rigging.
For other looks I put on a few items from tailor-maid (like shoulderpads etc).
