I resized them 25% smaller, but now the activate reticle's bounding box is black ha ha. Could re tweak it but think I will take your advice & install the Darn UI. Thanks for making this.
Edit: Now I see what the problem was. I had to apply changes to the alpha channel as well. For anyone who thought they could simply replace the original & found black outlines ingame, here is how I corrected it using Photoshop.
1] In the channels tab, Ctrl+Click the RGB thumbnail to create a selection of the white. Then grab a selection tool of your choosing, hold down alt to change it to a "Subtract From Selection," should see a little minus next to it. Make an outline of the yellow/orange arrow, Your ingame menu arrow, to remove it from the selection & therefore will not be edited. If you don't, I believe at this time, your arrow will become less opaque. Before the next step it may be a good idea to make a copy of your alpha channel & turn its visibility to OFF so that you can save later as a .PSD for back up purposes. I believe the modified one needs to be set above the original. 2] Select the visible Alpha Channel & hit D on your keyboard to change your colors to the default Black & White. 3]Fill with White Ctrl+Delete to fill with Background Color Alt+Delete to fill with Foreground Color 4] Ctrl+Shift I to invert your selection. Again, deselect the arrow from this selection. 5] Fill with black. Turn off the modified alpha channel. 6]Export it as a .dds, You will probably get an error about two alphas. Make sure it's going to use your modified one. You may want to choose DXT3 with No Maps, but I did it with my regular setting & it worked. Replace original & you should be done.
@mamkablam These are just textures, they should not interfere with Project Nevada in any way. Try holstering your weapon with this mod and PN together, you should see that it works.
@Mazaroth Use DarNified UI for New Vegas (http://forums.bethsoft.com/topic/1143482-wipzbeta-darnified-ui-nv/) and you will be able to customize the crosshair size to your liking.
Also, if you read the second line under Description & Details you would be aware of this already.

Remember to save a .PSD copy if you so desire.
