Struggling to get the skull balaclava, the listed merchants In the description don't have it and can't find. Can I spawn in it?
    Good location to find it?

It's in the optional DTO-BP add-on. (Under the Files tab.)

There's some troubleshooting info in the FAQ about mesh/texture issues. Beyond that, I'll probably need to see a screenshot of this, because I'm not sure what you're describing.

Hey, I don't know if you still answering this comments but I'm having the same issue. the goggles don't look like the screenshots. Everting else in the mod is working perfectly fine except for the goggles. Is there a fix for it? Thanks.

I'm afraid I can only repeat what I said in my previous post about this.

Though I guess I'd add that you should make sure they're not an item from another mod; especially if the mesh itself is different to the screenshots.

I don't think a have another mod conflicting since I have maybe less than 15/20 mods, and the majority of the mods are performance mods, maybe the NVG texture pack has a conflict?. Its just small issue its not like the mod is unplayable or something. Could I send you screenshot if possible?

Yes, posting screenshots of the issue is fine.

In this case at least, that's what they're supposed to look like. Those red ones specifically are from the DTO Bonus Pack, from memory; in fact you can see them here. The regular goggles in the main DTO mod look as they do in the other screenshots.

See the readme/description for where they can be found/bought in-game.

Hey, thanks for the mod. After all these years, I still play FNV and this one is a must have for me. However I encountered a small issue which is outside the scope of the mod of course.

I modified the main esp so that armors would weigh a little less and be light armor instead of medium. I did the same thing for the bonus outfits esp using geck and after saving the file, the game won't load. I tried disabling the plugin but it doesn't work. Disabling the mod doesn't cut it either. I had to uninstall the extra outfits mod and then the game would load. Do you have any idea why this is happening? I'm not doing other changes.

BTW, these are all modifications for personal use.

There are extra steps involved with using the GECK to edit an esp file that has another esp file as a master.

First, chuck out your edited copy of the DTO-BP plugin, as it's now broken. You'll need to then:

      1) Use the GECK PowerUp to make your edits, or:
      2) Use FNVEdit to make your edits, or:
      3) Use FNVEdit to temporarily enable the ESM flag in the main DTO plugin before using the (regular) GECK to make your edits.

When this has been reported in the past, it was due to a conflict of some kind. See here for example.

Do you plan to update this mod?

It's been over a decade since the last update and it seems to have been working fine all this time, so nope, no plans to update it at this stage.

Is this compatible with Tale of Two Wastelands?
If not are there any plans to make a patch?

It's compatible, but that's not the same thing as DTO items being found in the Capital Wasteland, if that's what you mean. The DTO-BP integrated menu would let you spawn DTO items there though, for what it's worth.

The original FO3 version of DTO does have its items available in the Capital Wasteland, of course - but I imagine that's not suitable for TTW.

I won't be making a patch myself since I don't use TTW, but it'd be easy enough for someone else to make one if they wanted to.

I read all of the description and still super confused as to how you get the items from the bonus pack. Are they just added into the leveled lists and you buy them like the other items or? Specifically wanna get the skull balaclava.

This info is in the DTO-BP readme, which is in the DTO-BP archive you downloaded - but also found in the Data directory after installation.
