For me it worked as well , had the same problem as you . only thing is when I make high quality we the texture pack mod , the quality it still shows as low/medium in game although its set high from the setting
Does this also work for amd ? as I recently upgraded my graphics card and all npcs are bald + having a water glowing effect issue . Any help is appreciated

Brother, you are a life saver. Can't tell you how much time I've spent trying to get this to work, even rolling back my drivers and having to reset them because it was causing more issues. Have no idea why it had to be manually, but that did it for me. thank you.
FYI guys, installing this .dll will overwrite your DXVK .dll, so if you are using DXVK you should install Onetweak instead and run the game in windowed mode. This will resolve the same performance issues without disabling DXVK.
Lmao, recently got an RX7600 and new radeon drivers were causing all NPCs to be bald for some unknown reason (aswell as s#*! performance). Saw a random comment on a thread saying to download this, I was willing to try anything by this point and miraculously it worked. Great mod 10/10 from me.
