I always assumed that those places were made of bone, but I was really just trying to say that plants don't typically grow on stuff like that. The mod worked well on my crappy computer, so you shouldn't have a problem with it in Balmora. Unless your computer is really old, you should be fine. Balmora didn't have as much added flora as the other towns, as it was relatively tricky to place the plants there without having a tree growing through solid rock.
About 7 fps was lost on my rig running this plugin (running MGE XE with per-pixel shading, so your mileage may vary). It's worth it though, as this mod really gives the bitter coast the "swampy" feel all the NPCs are talking about. Other area's do take a hit in immersion as you pointed out.
Would love to see the author make a modular version that enables you to select which regions / towns should be modified, instead of the all or nothing approach it takes now.
