I tried doing it from a separate computer and a USB drive, but I still get the errors. Is there any manual way to do it?
If you're using a download manager to download the files (not talking about NMM here) then try without. If you aren't using one then try using one (I've had to use Free Download Manager to grab some big files from TES Alliance in the past).
I had no trouble extracting the test download I did a couple of seconds ago, so the file on the server is still working. Seems the corruption happens on your end.
I've been using WinZip for all extractions; I'm not sure what you're telling me to do. Am I supposed to drag and drop and merge the relevant folders?
AFAIK WinZip doesn't support 7zip archives (I haven't used it in ages so maybe they've added support to the version you're using) so chances are the errors you're seeing are because of that. 7zip (linked in my previous post) is freeware and designed to create and extract 7zip archives.
If WinZip does support 7zip files then it's possible the file you downloaded got corrupted as part of the download. With 7zip use its Test function to check out if that's happened. If you've got a corrupted archive then re-download it from Nexus. The copy I've downloaded opens fine so it's not a problem with the file stored on the Nexus file servers.
When you've got an archive and an archive program you can work with you need to install the mod. Read this: How to Install Morrowind Plug-ins
So, given that no NMM is involved, I've tried to install this and the other hair packs manually, but the textures cannot be opened...like this.

Edit: I did the same test with 7zip, and it claimed no errors occurred...until I tried extracting all files.
Oh, you can't extract the files.
Try re-downloading the archive again as it extracts fine for me. Not sure on the archiver you're using but 7zip works fine for me.
