You do realize this symbol isn't just from Skyrim right? It's the sigil of Akatosh, not the "imperial dragon". You should have noticed this wasn't strictly a Skyrim thing considering the symbol is quite clearly in the main menu background on Morrowind. *facepalm* Either way, nice axe.
Of course I do realize, that's why it's called "Imperial Battle Axe" and aviable in Imperial Fort. Yes, it is a sigil of Akatosh (if only not an Akaviri-based design adopted in Cyrodiil, as mentoned in PGE), but yet this is Imperial Dragon, primary symbol of Empire. And for use exactly this design of Imperial Dragon in TES 3 I considered it nominally as a variation traditionally used by Skyrim-based Legions and Imperial administration.
