Permissions on all my mods are open, just credit me as the ( original ) mod author.
That being said, I'd prefer you did not include this in another mod wholesale as it might cause issues down the road. If you just want to edit a few scrolls in your own mod, then your mod will overwrite the changes in this one. If you want to edit them all and release your own take on a mod of this type, go for it!
Mod "Packs" - namely a bunch of mods from various authors in one archive - are considered poor form in the community. If you are instead referring to a mod list of some sort, this mod is already part of several such lists and there is no problem including it in your own list.
I am well aware of the communities perception of mod packs, but for mod-heavy tes3mp servers, there isn't much of an option other than message all mod authors and hope for the best, make new mod(s) in similar vein but with open permissions (diluting the use/visibility for both mods, along with other problems), or force players to download tens or hundreds of mods and fight with the load order, merging, patching, etc. I do thank you for your response however, and I would of course message you privately, and also credit you, if I were to use this for my server and you okay it.
I've compared it with Extended Daedric Scrolls which replaces 79 scrolls that are also in this mod (this one replaces 111 scrolls) and has 1 scroll not replaced in this one. Extended Daedric Scrolls is a bit more focused on the role playing part of tekst so you might want to use both
You might have an old file. Version 1.1 is clean, and was uploaded late last year. To confirm, I re-downloaded the file archive, unzipped, and did a clean with TES Tool (the mod came back clean). I then double checked in the TESCS and it was clean there, too.
