OP elosznik, Creeper is located in the town of Caldera, in a two story house called Ghorak Manor. It's full of shirtless orcs, so that's how you know you've found it. He's upstairs. If you aren't sure where Caldera is, you can use a Mage's Guild teleporter to transport there easily.

anyone know of a mod where every store shop is like creeper? kinda hate the economy aspect of this game and having to travel to creeper just to get some good deals which make other shopkeepers irrelevant in most ways

You can literally rip shopkeepers off by buying an item for lower than the value of the item, then sell it back for more than you paid for.
Anyway, by the time you get your Mercantile to 100, making money has likely become redundant.
