   I can't find the amulet anywhere near Tarhiel's body. In the readme you state that a hint is "rot13", but I don't understand what that is supposed to refer to. (route #13, right of tree 13...?)

   I guess noone noticed that there is an actual "Icarian Flight" spell present in the CS. Not expensive, very usefull, and makes this particular mod, well, unnecessary. I use the spell like this : cast, jump... when about to hit the ground - cast again. Easy. Just open the Construction Set, find the spell ( yes, it is called "Icarian Flight") and place it on a spell-vendor, like the ones in the Balmora Mages Guild. Then just simply buy it. Again, easy.

   when I try to select it from the Data lists, says it's not an esp file.

   They were named 'Icarian flight' for a reason. Making the effect longer ruins the point of the spell, and its reference to mythology.
