Sorry if I sound like a dick after like 10 years of you posting this, but the "normal guards" you mentioned are Imperial guards, and there is no way imperial guards would take control away from the biggest native city of this side of Morrowind, named after their most beloved god that saved the island from destruction and made the culprit a floating prison there. MAYBE foreign quarter, with some sketchy politics, but that's it.
AFAIK The only time they attack you on sight is when you wear their sacred armor, and that makes sense and you shouldn't don their armor and go there.

but this mod is just an alternative if u hate that.. i assume (all though i have not played a mage ">) that there are spells to do such.. just hate getting attcked, fined by it, and fined for any civilians cought in the way ">
By the by, Ordinators are supposed to be annoying, it's about the feel of the game, why don't you just use the right spell to make them attack you and kill them legally. It's a world of possibilities in Morrowind. The fun part is they respawn, so you can make them your favourite training dummies, plus their armor and weapons cost a bundle. You know, there are worst fates than being deleted, have some imagination guys !
