Looks a bit like someone did a paintingh of what they thought tali might look like if she became the Borg Queen. Doesn't really look like a photo, looks like a painting.
There is a 3D version out there made by the husband of the woman who drew this, but I couldn't get in contact with him to get the okay to use his 3D version, so this the original 2D painting. It is still very impressive if you ask me.
It's all down to personal taste but this the version of Tali I picture in my head when playing the games and writing fan fiction.

Agreed. I mean apart from the photoshop job being bad it took me out of the game because it is a real photo in a game where everything else is CGI, so it clashes with everything and just looks like it doesn't belong in the same universe as the rest of the characters.
We can't use the photo version because we don't have permission. I am sorry we let you down but hard work did go into this and we did spend months trying to get the rights to use the photo version. The art work was not made by either myself or GuerillaTech, I found the art work and spent months trying to get permission to use one of the versions of it, and he mad the mod and uploaded it. You don't like it that is fine, you don't have to use it, we just put it up here as an act of love for the game and for anyone who may like it as well.
Now we tried every form of contact we could find on Deviant art to get a hold of the maker of the 3D version, including Pming him and leaving comments on his profile. His email address is not public and we are not about to steal his work, if you know of a way we can contact him and get the rights from him, then by all means post that here.

If you want it explained in universe, well in the present there are plenty of pieces of photo editing software that add effects and filters to make photos look like paintings or drawing, those are bond to only become more common and easier and quicker to use in the next hundred and sixty or so years, maybe Tali used one of them on her photo.

I can't see why one is unable to just imagine that its not a photo, but an actual drawing. Maybe Shepard draws in his downtime and a drawing of Tali he drew himself would be more personal to him than a photo of her. Just a suggestion someone could add to their roleplay idea as Shepard when using this mod.
I think Tali says something about the photograph being a surprise she left in Shepard's room, but the surprise could just be her taking the drawing and framing it for him.
I have seen a mod like this but you could chance the pictures and take for example a pic from Liara, Kaidan or Thane and so on .... Is it the same mod?

yeah, it's the same concept. I think you might be interested in a mod called BackOff - http://www.nexusmods.com/masseffect3/mods/412/? among the many things it does, it also adds cabin photos of each love interest. the cabin photo will automatically be of whoever you are romancing from then on.
no problem. You can probably skip my mod unless you really want to use the picture included in my mod. all my mod does is replace tali's photo. If you use them together and want my mod as the picture, install that other mod first, then install mine. Good luck and happy gaming.

But as I have a german game I thing I can't use "BackOff" probably. I will give it a try when I finish ME3 again. But right now I'm just starting.
