I'm using version 2.0 of GalCiv3 and whenever I build this my focus toggle button and text disappears from all my worlds so I can't focus my planets anymore. If I destroy the building they come back.
To improve maybe you could remove the 'is indestructible' tag in the defs as both other major and minor civs build it resulting in unusable tiles when you conquer them....
