1.Clear area, set up beacon.
2. Instruct first NPC that shows up to build settlement
3. View settlement plans (this could be after a 24hr wait for immersion- giving the guy time to come up with plans) and choose one.
4. Player locked out of settlement building. Building happens in stages and is completed faster as more people show up.
5. If necessary resources run low, NPC finds player to request what they need.
6. On completion, settlement can be edited at player's discretion.

then with import you can place those items back in another game.
it will also work with DLC items and items added by mods.
there will be another standalone tool on a different mod page which will be a win32 application allowing you to open any of those exported data files created with the mod, and convert them into a standalone FO4 mod (an esp and a pex script) with the sole purpose of adding your settlement (with a holotape) to any game. this won't require F4SE so you can publish these automatically generated mods to nexus, or to bethesda.net using the CK.
CK makes me want to do terrible things to myself and others.
